Default Horse Apples on Scott County Park MTB trails

Does anyone know if horses are allowed on the "Mountain Bikes Trails" at Scott Co Park? I was out riding this morning (Monday 10/4) and found a bunch of apples close to . I scooted most of them off to the side but the amount of them got to be a bit annoying after a while. Just curious, I don't have any problem telling horse riders to stay off the single track politely, if they are not supposed to be on there.

That section they are not allowed on. The only section we share is through the pines ( where the picnic table is). Feel free to remind them that they need to stick to there trails. Our signs should state that where our trails intersect the double track. If you do not see a sign or the stickers have come up missing let me know so we can fix it.
You'd understand if you know what I was talking about.
